The claim comes from transfer reporter Sacha Tavolieri, who says the Turkish champions submitted their offer as part of a push to strengthen central midfield before the window closes. Spurs have made clear that the offer falls short of their valuation, according to the report carried by Yahoo Sports.
Negotiations are said to be ongoing rather than dead, and Galatasaray are reportedly weighing up whether to return with an improved package.
