How does the UEFA Nations League work?

The UEFA Nations League sees national teams from the 55 UEFA member associations compete across four leagues: A, B, C, and D. Each league is divided into groups where teams play each other home and away in a round-robin format during the league phase, which takes place from September to November. The 2026/27 Nations League season will operate differently compared to previous years, as the 2028/29 season introduces a new structure. Leagues A, B, and C contain 16 teams split into four groups of four, while League D contains six teams split into two groups of three. Final positions not only determine the league draw for the 2028/29 UEFA Nations League competition, but also qualification for Euro 2028.

UEFA Nations League: League A

League A contains the 16 highest-ranked teams. The top two teams from each group progress to the quarter-finals. After the quarter-finals, teams compete in two semi-finals, a third-place play-off, and the final. The two lowest-ranked third-place teams and the two highest-ranked fourth-place teams enter the League A/B promotion/relegation play-offs, playing two-legged ties against the runners-up of League B. The two lowest-ranked fourth-place teams are automatically relegated directly to League B.

UEFA Nations League: League B

League B group winners are automatically promoted to League A for the 2028/29 competition. Teams that finish second in their group qualify for the promotion play-offs, where they face the lowest-ranked third-place and highest-ranked fourth-place League A teams. If they win, they earn promotion to League A; if they lose, they remain in League B. Fourth-placed teams enter a play-off against the runners-up of League C. Winners of League B groups also secure a potential play-off spot for the Euros if they fail to qualify via the traditional Euro 2028 qualifying group stage.

UEFA Nations League: League C

League C group winners are automatically promoted directly to League B for the 2028/29 competition. Second-placed teams enter the League B/C promotion/relegation play-offs, playing against the fourth-placed teams of League B. If they win, they earn promotion to League B. As League D will cease to exist for the 2028/29 competition, no teams will be relegated from League C. Instead, all remaining teams will stay in League C, which will expand to 18 teams in 2028/29. League C group winners are also guaranteed a spot in the European Championship play-offs if they do not qualify directly.

UEFA Nations League: League D

All teams currently in League D are automatically promoted to League C for 2028/29. There are no relegation play-offs or demotions from League D. Matches are played under standard UEFA competition rules, with ties decided by aggregate scores in two-legged ties. If aggregate scores are equal, extra time is played, and if necessary, a penalty shoot-out decides the winner, with no away goals rule applied.

What happens if two teams are level on points in a group?

Unlike domestic competitions such as the Premier League, which use overall goal difference as the first tiebreaker when teams are level, the UEFA Nations League strictly uses head-to-head records. If points accrued from head-to-head matches are also level, head-to-head goal difference and head-to-head goals scored are used as tiebreakers, respectively.
