Enzo Maresca has revealed that Chelsea will be without Palmer for a further six weeks due to the groin injury he aggravated in September's defeat at Manchester United.
Palmer missed four matches before the international break and is now unlikely to feature until December.
However, Maresca says Tosin Adarabioyo, Wesley Fofana and Andrey Santos are available, as is club captain Reece James, who could make his 200th appearance for his boyhood club.
Forest boss Ange Postecoglou's pre-match press conference was dominated by chatter about whether he will still be in a job if his winless start at the City Ground is extended to eight games.
Former Chelsea youngster Ola Aina is sidelined for Forest with a hamstring injury, while Oleksandr Zinchenko (groin) and Douglas Luiz (hamstring) are doubts.
Manchester City vs Everton (Saturday, 3pm)
All eyes will be on in-form Erling Haaland, with the Norwegian having already netted 12 times for Manchester City this season and returning to club action after scoring a hat-trick in his country's 5-0 win over Israel.
However, Pep Guardiola is again without Haaland's most obvious rival for City's MVP award, Rodri, who came off with an injury in the 1-0 win at Brentford on October 5.
